In order to promote the green and low-carbon development of the park, focusing on the national 3060 goal and the actual needs of high-quality development, Hefei High-tech Zone recently officially released the revised draft of the "Hefei High-tech Industrial Development Zone Green Development Plan" and "Several Policies of Hefei High-tech Zone to Support Green and Low-carbon Development”. This is a new measure after Hefei High-tech Zone took the lead in compiling and releasing green development plans in industrial parks across the country in October 2019.

According to relevant reports, in the "green development plan”, Hefei High-tech Zone will take "strengthening scientific and technological innovation to promote industrial transformation, creating an industrial ecology, and building a low-carbon sustainable development mode" as the main line, and creatively introduce the environmental sensitivity assessment model of land plots based on spatial distance, pollution discharge data and interpersonal relationship according to the actual situation of Hefei High-tech Zone, and propose four measures of addition, subtraction, multiplication and division for the hierarchical sub-regions that have an impact on environmentally sensitive targets. Make additions in ecological construction to enhance the sense of gain; Subtraction in pollution prevention and control, driving force for innovation; Multiply on green support to cultivate new kinetic energy; Divide in terms of improving quality and efficiency, and control environmental access requirements.
In "Several Policies to Support Green and Low-carbon Development”, It mainly includes encouraging production enterprises to carry out the transformation of key pollution sources and the promotion and application of new technologies for pollution prevention and control, carbon emission reduction technologies and new processes, and the installation of online monitoring facilities for pollution sources and energy consumption; Support enterprises to carry out cleaner production and other 10 aspects.

According to the relevant person in charge, this year's policy has added three more than in 2021:Among them, it is stipulated in the encouragement of low-carbon production, and the industrial enterprises in the park are encouraged to save energy resources, and a one-time incentive of 100,000 yuan will be given to enterprises whose energy consumption is more than 1,000 tons of standard coal in that year, and the reduction in energy consumption of industrial added value is higher than that of Hefei City for the first time; In the terms of supporting the construction of the service system, add the government's entrustment of a third-party benchmarking diagnosis and consulting agency to provide technology and green technology transformation path plans for key industrial enterprises listed in the project database; In addition, the policy of encouraging third-party assessment is added, and enterprises entrust qualified third-party institutions to carry out intelligent manufacturing and green manufacturing technology transformation assessments, implement transformation and upgrading work after obtaining the assessment report, and give a one-time subsidy of up to 50,000 yuan to the entrusting enterprise upon identification.
On January 29, 2021, the Ministry of Science and Technology of the People's Republic of China pointed out in the "Implementation Plan of the National High-tech Zone Green Development Special Action" that the new round of scientific and technological revolution and industrial transformation is developing in depth, and the development of green and low-carbon cycle has become the general trend, and the national high-tech zone, as a high-quality development pilot zone, should be at the forefront of green development and set an example. In recent years, Hefei High-tech Zone has maintained steady and rapid economic and social development, and all economic indicators have maintained medium-high growth, ranking among the top ten in the country in the comprehensive ranking of 169 national high-tech zones for eight consecutive years. Hefei High-tech Zone supports the implementation of green and low-carbon development policies, which will strongly promote enterprises in the park to actively adopt pollution and carbon reduction technologies and adjust the structure of the energy industry. In the future, Hefei High-tech Zone will continuously upgrade and improve relevant policies in light of the actual situation, encourage more energy-saving and environmental protection enterprises to actively carry out low-carbon frontier technology research, and promote major breakthroughs in green and low-carbon technologies.
